Propylene glycol stearate is a blend of propylene glycol and stearic acid. Due to the fatty acid in it, the white beige waxy substance acts as an emollient - it fill spaces in flaky and cracked dry skin making it feel softer and appear smooth.

It can also be an emulsifying agent used in products to combine liquids that do not tend to mix naturally.
