Perfluorodecalin is a liquid fluorocarbon (but not the type that causes ozone layer damage). It is used in skincare for its incredible capacity to dissolve gasses (pure oxygen in particular), as well as in products designed to create supersaturated oxygen emulsions for the treatment of hard-to-heal wounds or for rejuvenating skincare procedures.
As a fun fact, it is also used during laser tattoo removal.
