This ingredient was designed based off of tocopherol which is a natural antioxidant.
The manufacturers of this ingredient also claim a skin brightening effect, but the study was only done on 31 women. Most specialty ingredients for skincare have studies like this, which may show some effect but are usually on a small sample size with limited study information easily available.
