"Bioflavonoids" is a very non-specific name used to describe a mixture of plant-based compounds called flavonoids (the bio- prefix is quite pointless - flavonoids are always "bio” since they come from plants, and the official scientific name is simply "flavonoids").
Flavonoids are a very varied group of compounds. Each specific flavonoid has slightly different properties and activities. Although one thing can be said for all of them – they are all potent antioxidant and anti-inflammatory compounds, with soothing effects on inflamed and irritated skin.
Flavonoids can be found in almost every single plant in the world and so if the manufacturer does not specify the source on the label, then you cannot be sure where the compounds come from and what the precise composition of the mixture is.
