Overview

Arginine HCl, or Arginine Hydrochloride, is an ionized, salt-like version of Arginine, one of the components of natural moisturizing factor (you can read more about this amino acid here).

Their uses are basically the same, and both are used as humectant moisturizing ingredients in skincare products.
